Alpha kids?

I had been wondering that if I was to make the 'beta kids' guardians into an 'alpha kids', leaning towards a possible alpha session. (-Making an application of them.) Would that application go into the character submissions or NPC again?

Kinda like.

Jill Seth Larnce's guardian is her brother Ben Larnce. (Which in all honesty. Guardians don't reveal their 4 letter name till later on.)

But flip that around.

Ben Dean Larnce's guardian is his sister Jill Larnce.

I would think that they go into the character submissions as I myself have two characters who are related to each other, and I am allowed to use both of them as playable characters instead of NPCs. But I usually tend to just switch up the alpha/beta guardian position based on the roleplay that I am in, since I tend to assume that most sessions I join are post-scratch, unless told otherwise.
